Both. 

I assume that by greed you mean that businesses will use it to become more profitable, and there are most instances of that. But there are instances where people are using open data to try to find solutions to social problems too. 

The problem with the latter is funding, and access to enough data. So you can’t have one business (as a social enterprise) without the other (as a profit-driven enterprise), as one helps fund the other. Government also needs to get involved to ensure access to data (and possibly funding too, but I prefer self-sufficiency).

We all have to go through Maslow’s hierarchy until we reach self-acutalisation i suppose.]]></description>
